Update from the CSC meeting on Jan. 6

Hello All:

An update from the CT Siting Council (CSC) meeting on Jan. 6:

Both the Town of Prospect and Save Prospect were unanimously granted their request for party status to the Prospect application (No. 980).

The CSC will hold hearings in Prospect on Feb. 23 and 24. The meeting on Feb. 23 will start with a site walk at 2pm, and followed by a brief presentation by BNE and public comment about 6:30pm. On Feb. 24, an evidentiary hearing will begin at 2pm, recessed about 6:30pm for more public comment. The remaining evidentiary hearing will be held at the CSC offices in New Britain at a future date. The CSC must decide on the Prospect petition by May 16.

A matter relating to the Colebrook applications was also on the agenda for Jan. 6. Robin Hirtle, an abutting property owner on Flagg Hill Road, applied for party status to petition No. 983. BNE sent a letter to the CSC objecting this and asked that she be granted intervenor status instead. The CSC voted unanimously to deny the BNE request, and they granted Robin Hirtle party status.

At their next meeting, likely on Jan. 20, the CSC will continue considering the Colebrook applications (No. 983 and 984). Michael and Stella Somers, owners of Rock Hall in Colebrook, have also requested party status and BNE has sent a letter objecting to that as well.

The CSC is planning a field trip to see a wind turbine in Templeton, MA, but the turbine there is only 328 feet tall and it’s a 1.5MW. We think they should visit a wind farm, with multiple turbines, that would more closely represent what BNE is proposing, which is 6 1.6MW turbines up to 492 feet tall.
